1.项目概况
世界银行向中华人民共和国安徽养老服务体系建设示范项目提供了1.18亿美元的贷款，其中部（略）建设项目咨询服务，总投资估算为人民币6300万元。
2.范围和内容

3）养老服务功能建设（（略）：FWZC-S8A），预算为1424.93万元人民币。该任务建设养老服务提供侧的相关功能，包含：老年人能力评估、居家养老服务、社区养老服务、机构养老服务、养老政务服务等相关内容，制定相关所建设业务功能的业务标准，同时建设上述功能中需要高频应用的业务组件。
4）养老管理功能建设（（略）：FWZC-S9A），预算为1180.58万元人民币。该任务建设服务质量、资金效率、政府治理层面的相关功能，包含：资金效率管理、信用监测、服务监测、安全监测、人员管理以及部分行政管理功能（涵盖人才培训内容管理、机构等级评定流程、养老机构备案审核等），制定相关所建设业务功能的业务标准，同时建设上述功能中需要高频应用业务组件。
5）（略）建设（（略）：FWZC-S10A），预算为851万元人民币。该任务建设民政养老基础的、（略），整合全省已养老视频监控资源，提供视频图像预览、录像查找回放、视频事件分析、检测等视频价值挖掘的技术手段，促进民政养老视频智能化应用，初步建立起自动化、智能化的预警防范机制，提供智慧支持，促进养老服务智慧化水平提升。
3.实施周期
每个任务以咨询顾问合同签订之日开始计算，实施期详见每一具体任务大纲。总体项目实施截止时间为2025年10月15日（早于项目关闭时间）。
4.资格要求
