一、项目背景(一)概述为推动广西农业农村绿色高质量发展,提高广西农业农村的综合实力,促进广西农村环境可持续发展,中国政府己要求亚洲开发银行为广西环境可持续乡村发展示范项目提供贷款和技术援助,并己经向亚洲开发银行从普通资本来源申请贷款人民币10.99275亿元来建设广西环境可持续乡村发展示范项目(以下简称“项目”),贷款期限为20年,包括6年的宽限期。项目将采用综合措施,通过推广创新实践,支持农村绿色经济发展,提升农村对气候适应能力,转变乡村发展模式。
项目执行机构为广西壮族(略)人民政府,由广西农业农村厅作为执行代表。(略)和广西北部湾银行。
(二)项目内容项目包括“项目贷款”(产出一)和“金融中介贷款”

产出一:能力提升和机构发展建设,包括开展气候适应性和环境可持续性的课题研究,面向利益相关方的培训和知识分享活动,提高环境管理和项目实施能力,项目监测、评价和报告等四大方面内容。
产出二:建立农村环境、社会和治理(ESG)融资机制,主要通过中介银行转贷支持农业企业(合作社、家庭农场等农业经营主体)发展农业全产业链。

二、咨询服务目的选聘一家在相关领域有良好记录、(略),根据项目《贷款协定》、《项目协议》以及《项目管理手册》,开发一个适用项目管理、金融中介贷款管理要求的ESG(略)(MIS),并对其进行维护,提供基于IT的数字化项目管理、金融中介贷款管理方面的专业支持。

(略)架构和各个功能模块的设置要以实现金融中介转贷、ESG以及能力建设的数字化管理需求为目的,根据项目的总体设计,以及《贷款协定》、《项目协议》、《项目管理手册》等相关实施文件要求进行设置和构建。需满足任务大纲“系统功能任务与要求”中的所有条款。系统必须具有良好的灵活性、可扩展性、开放性和安全性。

培训和升级服务:为提供完善的培训服务,在系统安装、调试和在线运行过程中,应同时对各级管理人员、技术人员和操作人员进行培训。系统正式运行后,应采取完善的维护服务措施,(略)的顺利运行。

(3)测试对MIS系统实现技术构架、技术要求等全部功能进行测试,(略)的稳定性、操作性、安全性、易用性。包括但不限于:功能性测试、性能测试、安全性测试、可靠性和稳定性测试、易用性测试、兼容性测试、数据完整性测试等。
2、系统功能任务及要求包括但不限于项目管理数据库、项目储存库、投资计划管理、ESG(略)、合同管理、项目进度管理、财务管理、环境社会监测管理、培训管理、授权/审批管理、报表/报告管理、文档管理、决策支持、系统监控管理等MIS系统技术构架功能模块:项目管理数据库:结合项目管理经验和现有项目流程进行设计,应具备灵活性和可扩展性,以适应不同类型项目的管理需求,避免由于简单需求的改变而导致数据库机构的改变。包括清晰的数据模型设计、安全性和权限控制、性能优化、数据质量和一致性保障、(略)的集成、用户友好的界面设计、报告和分析功能,同时确保备份和恢复有效,具备审计跟踪机制,以保障数据库的合规性、安全性和高效性。
项目储存库:具备结构化存储、权限管理、协作和共享、搜索、备份和恢复、多文件类型支持、审计跟踪、通知和提醒、集成性、易用性以及安全性等功能,以支持项目实施机构有序地组织、管理和共享项目文档,并确保文档的安全性、可靠性和可检索性。

项目流程管理:包括项目贷款、金融中介贷款两大类项下子项目的流程管理和工具的模块,支持项目实施单位:(略)
具备可以生成趋势分析、进度分析、预警等定制能力。(略)集成,有安全措施以保障项目信息的安全和完整性。
投资计划管理:投资计划管理模块与其他功能模块结合,按照项目基本信息、投资计划、资金使用计划等内容设置投资计划管理模块,具备自动汇总包括无形成本在内的投资预算和年度投资计划计算功能,系统可以通过选择不同的年份来筛选所选年份的合同和数据。
ESG指标、(略):设置子项目筛选子模块,包括ESG指标、得分计算、评估结果和监测,并在子项目筛选、尽职调查和实施期间得到更新,ESG指标体系完全数字化,并在MIS系统中运行。
合同管理:设置采购管理子模块,具有载明、记录和查询采购管理标准、采购方式:(略)
项目进度管理:要求该功能具备支付进度管理,包括预付金(产出一)账户支付、回补的实时数据,金融中介项目贷款(产出二)支付、资金回收、再转贷的实时数据,以

及各执行合同的支付进度等。支付进度与支付计划的对比可通过实时可视化数据反映,自动生成进度检测报告,建立预警机制。
财务管理:建立和实施基于MIS(略)模块,满足项目财务和支付管理要求。设置授权管理,明确不相容岗位的数据录入、审核、审批权限,设置扫描上报功能,自动生成单项项目财务报表、合并财务报表,自动生成汇总提款申请书、费用清单(SOE)和报账报表。具备实时在线申报和修改补充,可随时了解财务支付进度。
环境社会监测数据管理:环境社会监测数据管理模块与其他功能模块结合,该模块要反映ESMS、IEE和EMP框架的结构,对法律和政策框架、子项目筛选标准、活动支持与禁止清单、金融中介机构现有业务程序等进行整合。具有ESMS、IEE和EMP筛选、分类和评估子项目的功能,以及对ESMS、IEE和EMP相关数据录入、收集、分析、反馈、监测和报告。

合,具有报表设计和生成,可从多个数据源提取数据支持标准和自定义报表的创建功能。提供实时和定期报告、权限和访问控制、自动化报告以及警报等功能,能够在关键指标达到或超过预定水平时及时发出警报。
预警管理:设置实时监测与敏感触发,具备对项目各产出项下内容的提款报账、支付、投资、社会和环境等关键指标进行实施监测,并能迅速识别任何偏离正常范围的异常情况,提出预警。
文档管理:项目相关文档和信息实现信息化,确保文档能够高效、安全存储、检索和分享。
决策支持:决策支持模块与其他功能模块结合,为决策制定过程提供有效的工具和支持。包括但不限于数据分析、可视化,能够从多个数据源中实时提取、整合和分析数据,根据需求生成定制化报告。提供场景分析和模拟,能根据国外贷款项目的相关政策和要求,自动审查项目进度和功能,并提供预警。
(略)监控管理:系统监控管理模块与其他功能模块结合,(略)的性能指标,包括处理器利用率、内存使用、网络流量、存储容量等,(略)生成的日志和事件,远程监控、阈值警报、数据自动备份等,(略)正常运行、性能优越以及及时发现和解决潜在问题。
3、技术标准项目的MIS系统应符合包括但不限于以下的技术标准:♦项目软件质量管理体系需要符:合GB/T(略)和IS09001:2015标准;

(略)集成、设计、开发、销售和运维需要符合GB/T(略)/IOS14001:2015标准;♦CMMI(软件能力成熟度模型集成)5级以上((略));♦信息安全管理体系需要符合GB/T(略)/IOS/IEC27001:2013体系标准;♦信息技术服务管理体系需要符合ISO/IEC200001:2011服务体系标准。
4、服务器使用服务器的使用要满足高可用性、安全性和灵活性。其中安全性须符合国家数据局和广西大数据发展局等相关行政主管部门的相关政策法规要求。
MIS系统将租用云服务器(包括CPU、内存、硬盘、带宽、数据库等),租用时间从咨询合同生效开始,至项目实际关账日后2年,费用包含在咨询服务合同之中。
在云服务器租用期内,如果因政策原因(如国家数据局和广西大数据发展局等相关行政主管部门出台政策法规要求迁移服务器等原因)须迁移服务器的,咨询方须按要求及时完成服务器迁移工作,(略)稳定运行;在云服务器租用期满后,如委托方要求迁移至指定的新服务器(咨询方不再承担新服务器的租赁或购置费用),咨询方须按照委托方要求做好迁移工作,(略)稳定运行。在系统开发过程中,咨询方需预先考虑上述提及的可能进行服务器迁移的情况,并预先准备好解决方案;确保应用在新环境中平稳迁移并保持高可用性和稳定性,需要具备容器化、自动化部署、

2.拥有雄厚的技术开发团队,系统开发专家团队应配备具有丰富的亚洲开发银行、世界银行贷款或其他国际金融组织贷款项目实施咨询服务的项目管理、财务管理以及社会和环境管理方面经验的专家。
3.熟悉亚洲开发银行贷款项目的程序和要求,拥有广西咨询项目经验优先。
(二)关键专家资格要求关键专家应具有:(1)相关学位和资格;(2)相关专业领域丰富的技术经验和足够的实践经验;(3)中国咨询项目的经验。
1.系统开发管理专家(组长,20人月)该专家兼任开发小组组长,应拥有计算机或相关领域的研究生及以上学历,具有副高及以上职称或相应执业资格满5年,至少有10年系统开发项目管理相关经验,在数据管理、(略)等类似项目和领域有实施管理经验,在3个以

上类似项目中担任高级管理职位,有亚洲开发银行和世界银行项目经验优先,同时具有良好的英语口头和书面沟通能力。
具体任务包括但不限于:(1)负责与项目办沟通,制定全面的项目管理和能力建设的规划和实施计划,组织实施MIS系统的设计开发、试运行、运行维护及验收;(2)领导协调团队不同领域专家的工作,确保项目按预期时间和结果完成;(3)(略)开发、系统总体测试和进度管理,(略)设计方面的技术指导,(略)架构符合项目的技术要求;(4)(略)的质量控制与交付管理;(5)负责组织编写《启动报告》、系统需求规范、系统设计文件、系统开发月度进度报告、系统测试报告、系统操作手册和完工报告。(略)的相关培训。

6.系统测试专家(5人月)专家应拥有计算机科学、软件工程、电子商务或相关领域的本科及以上学历,具有中级及以上职称,熟悉Java语言、Spring框架和设计模式,熟悉自动化测试和性能测试,至少有5年系统开发和测试经验和3年大型项目测试经验。具体任

务包括但不限于:(1)制定全面的测试计划和测试大纲,明确测试的范围、目标和策略,确保测试计划与项目的整体目标和需求一致。
(2)协助需求分析、(略)编码,组织和指导程序员编写和调试程序,优化和集成软件测试。

7.项目管理专家(10人月)专家应拥有农业工程、项目管理、农业专业或相关领域的研究生及以上学历,具有副高级及以上职称,至少有15年相关专业工作经验,其中包括10年以上的国际金融机构贷款项目的项目管理经验,熟悉亚洲开发银行贷款项目的管理流程的优先,具有良好的英文沟通和书写能力。具体任务包括但不限于:(1)协助制定全面的MIS系统的架构、开发计划,包括任务分配、时间表和交付物要求。
(2)协助制定MIS系统的质量标准,指导开发流程,制定与亚洲开发银行贷款项目流程相符的MIS系统开发流程,并确保开发团队的理解和遵循。
(3)提供有关亚洲开发银行贷款项目管理方法和工具的培训,以帮助开发团队有效地管理项目。

8.环境与社会专家(6人月)专家应拥有环境科学、社会学或相关领域的研究生及以上学历,具有副高及以上职称,在环境管理、环境影响评估、社会安保政策、绩效评价具有至少10年的专业经验,有国际金融组织贷款项目工作的经验,熟悉亚洲开发银行的保障政策声明(2009年)、熟悉ESMS的优先。具体任务包括但不限于:(1)协助制定全面的MIS系统的架构、开发计划,包括任务分配、时间表和交付物要求;(2)协助制定MIS系统的关于亚洲开发银行安保政策的符合性质量标准,指导开发流程,制定与亚洲开发银行贷款项目流程相符的MIS系统开发流程,并确保开发团队的理解和遵循;(3)负责指导编制MIS系统的与社会与环境方面的数据采集、分析矩阵、报告模板等,确保MIS能自动生成、或能自定义生成相关的监测报告或报表;(4)提供有关亚洲开发银行贷款项目管理方法和工具的培训,以帮助开发团队有效地管理项目;(5)(略)测试,(略)符合亚洲开发银行的贷款项目要求。
9.金融/财务管理专家(6人月)专家应拥有金融学、经济学、会计或相关领域研究生及以上学历,具有副高及以上职称,至少有8年在金融管理和经济评估方面的经验,拥有国际金融组织贷款项目经验,熟悉亚洲开发银行的金融和经济分析要求,熟悉亚洲开发银行

10.系统培训专家(6人月)专家应拥有计算机类、教育学、人力资源培训、信息技术教育等相关领域的本科及以上学历,具有中级及以上职称,至少有8(略)培训相关工作经验,在大型项目中担任培训专家的经验优先。具体任务包括但不限于:(1)与项目实施机构管理人员及相关人员密切合作,根据解培训需求,制定详细有针对性的培训计划,编制相关

Projectbackground(I)IntroductionInordertopromotethegreenandhigh-qualityagriculturalandrural
developmentinGuangxi,enhanceitsoverallstrengthinagricultureandruralareas,andfostersustainableruralenvironmentaldevelopment,ChineseGovernmenthasrequestedAsianDevelopmentBank(ADB)toprovideloansandtechnicalassistanceforGuangxiEnvironmentallySustainableRuralDevelopmentDemonstrationProject(theProject)foraloanofCNY1.099275billionfromtheADB’sordinarycapitalresourcestohelpfinancetheProject,withaloantermof20years,includingagraceperiodof6years.Theprojectwilladoptintegratedsolutionstobringaparadigmshiftinruraldevelopmentbypromotinginnovativepractices,supportingruralgreeneconomicdevelopment,anddeliveringruralclimateresilience.TheExecutiveAgency(EA)istheGovernmentoftheGuangxiZhuangAutonomousRegion,representedbytheGuangxiDepartmentofAgricultureandRuralAffairs(DARA).Theprojectimplementingagencies(IAs)oftheprojectareGuangxiAdministrationCenterofForeignFundedProjectforAgriculture(PMO)andGuangxiBeibuGulfBank(GBGB).(II)ProjectoutputsTheProjectincludestwocomponents,respectively“ProjectLoan”(Output1)and“FinancialIntermediaryLoan”(FIL,Output2).ThefinancialintermediarybankisGuangxiBeibuGulfBank.Output1:Capacitybuildingandinstitutionaldevelopment.Coveringfouraspects,respectively:thethematicstudiesonenvironmentalsustainabilityandclimateresilience;trainingandknowledgesharingforstakeholders;improvingenvironmentalmanagementandprojectimplementationcapabilities;projectmonitoring,evaluationandreporting.Output2:EstablishmentoftheruralESG(environment,socialandgovernance)financingfacility,tosupportagriculturalenterprises(cooperatives,familyfarmsandotheragriculturaloperatingentities)todevelopthewholeagriculturalindustrychainthroughESGfinancingmechanismandFinancialIntermediaryLoan(FIL)mode.(III)ConsultingserviceclientThisdocumentisanindicativetaskoutlinefortheconsultingcompanytodevelopandapplyESGManagementInformationSystem(MIS)toprovidesubsequentoperationandmaintenanceservicesfortheproject,andtoproviderelevantoperationaltrainingforrelevantpersonnelofrelevantunits(includingPMO,FIandIA).(略),ProjectAgreementandProjectAdministrationManual.TheselectedconsultingfirmshallalsoprovidemaintenancefortheMISandofferprofessionalsupportforIT-(略),butisnotlimitedto,systemdesignandconstruction,functionaltasks,technicalstandards,andserverusageetc.Thecapacitybuildingincludes,butisnotlimitedto,systemserviceoperationandmaintenance,systemusagetraining,andsystemequipmentreplacementandmaintenance.TheMISusersshallincludetheIAs(PMO,FI),thePIUs,(略)(1)DesignandconstructionTheconsultingfirmisrequiredtobefamiliarwiththeoverallprojectstructure,themanagementandtheon-lendingprocessofADBloan,themanagement
requirementsoftheEnvironmentalandSocialManagementSystem(ESMS),theESGandthesubprojects.ItisalsorequiredtounderstandthedailymanagementoperationoftheIAs,includingbusinessscope,managementproceduresandexistingsystemsanddataenvironment.Upontheneedsanalysis,theconsultingfirmisrequiredtosubmittheplanforsystemdevelopmentanddesignstructure,menudesignframeworketc.totheIAsforapprovalwithinonemonthaftersitemobilization.
ThesystemarchitectureandtheconfigurationofvariousfunctionalmodulesshallbeaimedatmeetingthedigitalmanagementneedsforFILon-lending,ESG,andcapacitybuilding.ThisshallbedoneinaccordancewiththeoverallprojectdesignandtherequirementsspecifiedintheLoanAgreement,ProjectAgreement,thePAMandotherrelevantimplementationdocuments.ThesystemarchitecturedesignshallcovertheESGindicators,calculationofscoresandoutputsoftheESGassessment,
andupdatemonitoringduringthesub-projectselection,duediligenceand
implementation.Thesystemshallmeetalltheprovisionsofthetaskoutline"SystemFunctionTasksandRequirements",andshallhavegoodflexibility,scalability,opennessandsecurity.
(2)TechnicalrequirementsThesystemmusthavegoodscalability,opennessandsecurity,andreserverelevantdevelopmentinterfacestofacilitatesubsequentaccesstorelevantsystems.
Thespecifictechnicalrequirementsareasfollows:
Practicability:meetthebasicinformationmanagementrequirementsin
combinationwiththeactualmanagementsituationofIAs.
Technologyselection:Thesystemdesignneedstoadaptthecurrentadvancedtechnology,usingJavalanguageasthebasiclanguageforsystemdevelopment.
Easytouse:Thesoftwaresystemshallprovidefriendlyuserinterface,humanizeddesign,simple,easytouseandoperate.
Easytointegrate:Thesoftwaresystemshallprovidestandardinterfacespecificationstorealizeeffectiveinteractionandintegrationwithcurrentandfuturesystems.
Security:Thesoftwaresystemshallhaveperfect,multi-levelandunifiedsecuritymechanism,conformtothenationalrelevantinformationsecurityspecifications,and
takedifferentsecuritymeasuresindatatransmission,datastorage,user
managementandmanyotheraspects;inviewoftheparticularityofthissystem,itneedstohaveperfectoperationcontrol,tracerecordandothermechanisms.
Highperformance:Thesystemshallhaveadvancedsystemarchitecturetoensurethestableandefficientoperationofproductsdevelopedbasedonthesystemandmeettheperformancerequirementsofatleast6yearsinthefuture.
Scalability:Itisrequiredthatthefunctionexpansionandsecondarydevelopmentofthesoftwaresystembeefficientandflexible,thatnewfunctionmodulesandapplicationscalecanbeaddedquicklyaccordingtothedemand,andthatsmoothautomaticupgradecanbesupported.

Highavailability:Thesoftwaresystemshallincludereliabilityandfault-tolerantmechanism,withoutsinglepointfault,andothermodulefaultsshallnotbecausedduetotheproblemsofonemodule,amongwhichthequeue,cache,messagebus,(略)
Manageability:Thesoftwaresystemshallprovideavisualmanagementtool,whichallowsquickmanagement,configuration,andmonitoringofthesystemoperationthroughvariousmeanstoprovidetechnicalsupportforthenormaloperationofthesystem.
Recoverability:Thesoftwaresystemshallhaveperfectbackuptechnology;themaincomponentsshallhaveerrorself-diagnosisfunctionandfeasiblerecoveryscheme.
Trainingandupgradingservices:Toprovideperfecttrainingservices,intheprocessofsysteminstallation,commissioningandonlineoperation,thetrainingfordifferentlevelsofmanagementpersonnel,technicalpersonnelandoperatorsshallbecarriedoutatthesametime.Aftertheformaloperationofthesystem,perfectmaintenanceservicemeasuresshallbetakentoensurethesmoothoperationofthesystem.
(3)TestingTestallfunctionsoftheMISsystem,includingthetechnicalarchitectureandtechnicalrequirements,toverifythestability,operability,security,andusabilityofthesystem.Thisincludesbutnotlimitedtofunctionaltesting,performancetesting,securitytesting,reliabilityandstabilitytesting,usabilitytesting,compatibilitytesting,dataintegritytesting,andsoon.
2.SystemfunctionalrequirementsIncludingbutnotlimitedtoprojectmanagementdatabase,projectdatabase,investmentplanmanagement,ESGindicatorandscorecalculationandmonitoringsystem,contractmanagement,projectprogressmanagement,financialmanagement,
environmentalandsocialmonitoringmanagement,trainingmanagement,
authorization/approvalmanagement,report/documentmanagement,decisionsupport,systemmonitoringmanagement,andotherMISsystemtechnicalarchitecturefunctionalmodules.
ProjectManagementDatabase:Itshallbedesignedbasedonprojectmanagementexperienceandexistingprojectprocedures.Itshallbeflexibleandscalabletomeetthemanagementneedsofdifferenttypesofprojects,avoidingchangesinthedatabasestructureduetosimplerequirementschanges.Thisincludescleardatamodeldesign,securityandpermissioncontrol,performanceoptimization,dataqualityandconsistencyassurance,integrationwithothersystems,user-friendlyinterfacedesign,reportingandanalysisfunctions,whileensuringeffectivebackupandrecovery,andhavinganaudittrailmechanismtoensurethecompliance,security,andefficiencyofthedatabase.
ProjectDatabase:Itshallhavefunctionssuchasstructuredstorage,permissionmanagement,collaborationandsharing,search,backupandrecovery,supportformultiplefiletypes,audittracking,notificationsandreminders,integration,easeofuse,andsecurity.ThisistosupportIAsinorganizing,managing,andsharingprojectdocumentsinanorderlymanner,andtoensurethesecurity,reliability,andretrievabilityofthedocuments.
ProjectProcessManagement:Thisshallincludethemoduleformanagingprocessesandinstrumentsforthesubprojectcomponentsunderthetwooutputsoftheproject,respectivelyprojectloanandFIL.ItshallsupporttheallocationandcollaborationofmembersoftheIAs,withreal-timeprogresstrackingandreportingcapabilities.Itshallhavetheclientmanagementfunctionality,withacomprehensivefilemanagementmodulethatencompassesclientbasicinformation,contactrecords,contractrecords,eventrecords,andprovidestaskandreminderfunctions.Itsupportsaccessviamobiledevices,implementssecuritymeasuresandpermissioncontrol,andintegrateswithothersystemstoensurethesecurityofcustomerinformationand

facilitateteamcollaboration.Itshallalsohavethecapabilitytogeneratecustomizedtrendanalysis,progressanalysis,alerts,andmore.Theintegrationandsecuritymodulescanbeintegratedwithotherprojectmanagementsystemsandincludesecuritymeasurestosafeguardthesecurityandintegrityofprojectinformation.
InvestmentPlanManagement:Theinvestmentplanmanagementmodule,integratedwithotherfunctionalmodules,shallbedesignedbasedontheprojectbasicinformation,investmentplans,andfundutilizationplansetc,havingthecapabilitytoautomaticallyaggregateinvestmentbudgetsincludingintangiblecosts,andcalculateannualinvestmentplans.Additionally,itshallhavefilteringfunctionsforinvestment,events,content,andfuzzyqueries.Thesystemshallfilterthecontractsanddatafortheselectedyearbychoosingdifferentyears.
ESGIndicators,ScoreCalculationandMonitoringSystem:Thesystemwillcomprisemodulesforsubprojectscreening,encompassingESGindicators,scorecalculation,ESGassessmentoutputs,andmonitoring.Thesemodulescanbeupdatedduringsubprojectscreening,duediligence,andimplementation.TheESGindicatorswillbefullydigitizedandoperationalwithintheMISsystem.
ContractManagement:Thismoduleshallincludeaprocurementmanagement
sub-modulethatencompassesfunctionsforspecifying、inquiringandrecordingkeyelementsrelatedtoprocurement,suchasprocurementmanagementstandards,procurementmethods,andtiming.Additionally,itshallalsohavefunctionsoffulllife
cyclemanagementforcontractcreation,approval,signature,execution,and
termination,ensuringcomplianceandadherencetoregulations.
ProjectProgressManagement:Thismoduleshallhavethefunctionsofdisbursementprogressmanagement,includingthereal-timedatafordisbursementandreplenishmentoftheadvanceaccount(Output1),thereal-timedataofdisbursement,fundrecovery,on-lendingoftheFIL(Output2),aswellasthereal-timedataofpaymentprogressforeachexecutedcontract.Thecomparisonbetweenpaymentprogressandpaymentplanscanbereflectedthroughreal-timevisualizeddata,whichcanautomaticallygenerateprogressdetectionreportsandestablishwarningmechanisms.
FinancialManagement:ThismodulewillbedevelopedandoperatedusingMISsystemtofulfillthefinancialandpaymentmanagementneedsoftheproject.Setupauthorizationmanagement,clarifythedataentry,reviewandapprovalauthorityofincompatibleposts,setupscanningandreportingfunctions,automaticallygenerate
singleprojectfinancialstatements,consolidatedfinancialstatements,and
automaticallygeneratesummarywithdrawalapplication,expenselist(SOE)andaccountdeclarationreports.Withreal-timeonlinedeclarationandmodificationsupplement,theuserscanlearntheprogressoffinancialpaymentatanytime.
EnvironmentalandSocialMonitoringDataManagement:Thismoduleshallbeintegratedwithotherfunctionalmodules,andcanreflectthestructuresofESMS,IEE,andEMPframeworks.Itshallintegratelegalandpolicyframeworks,sub-projectscreeningcriteria,prohibitedinvestmentactivitylist(PIAL),andexistingoperationalproceduresoftheFI.Themoduleshallhavethefunctionalitytoscreen,categorize,andassesssub-projectsbasedonESMS,IEE,andEMPcriteria.Itshouldalsofacilitatedataentry,collection,analysis,feedback,monitoring,andreportingrelatedtoESMS,IEE,andEMP.
TrainingManagement:Thismoduleshouldbeintegratedwithotherfunctionalmodulesandprimarilydesignedtorecordandmanagetraininginformationduringprojectimplementation,includingthedetailssuchasprojectname,organizationalstructure,trainingmethods,trainingtypes,trainingtopics,trainingschedules,participants,trainingcontent,on-sitephotos,andrelatedmaterials.Additionally,itshallhavethefunctionofanalyzing,monitoring,andreportingontheeffectivenessofthetraining,andintegratingwithenvironmentalandsocialmonitoringdata.Themoduleshallbeabletoautomaticallygeneraterelevantmonitoringreportsordatasheets.

Authorization/ApprovalManagement:Thismoduleshallbeintegratedwithotherfunctionalmodulesandincludesuserauthenticationthroughmethodssuchasusersnameandpassword,aswellasmulti-factorauthentication.Itshallalsohavethefunctionsofpermissionallocation,accesscontrol,logrecording,passwordmanagement,notification,andalertingforabnormallogins.
ReportManagement:ThismoduleisintegratedwithotherfunctionalmodulesItshallalsohavethefunctionsofreportdesignandgeneration,supportingthecreationofstandardandcustomizedreportsbyextractingdatafrommultiplesources.Itshallprovidereal-timeandscheduledreporting,permissionandaccesscontrol,automatedreporting,aswellasalerts,andcanissuetimelyalertswhenkeyindicatorsreachorexceedpredeterminedlevels.
EarlyWarningManagement:Thismoduleshallsetupreal-timemonitoringandsensitivetriggers,beingabletomonitorthekeyindicatorssuchasthedisbursement,payment,investment,aswellassocialandenvironmentalaspectsetc.undertheoutputsoftheProject,andcanquicklyidentifyanydeviationsfromthenormalrange,andmakewarnings.
ArchivesManagement:Theproject-relateddocumentsandinformationaredigitizedtoensureefficient,securestorage,retrieval,andsharingofdocuments.
DecisionSupport:Thismoduleisintegratedwithotherfunctionalmodulestoprovideeffectivetoolsandsupportforthedecision-makingprocess.Suchshallinclude,butnotlimitedto,dataanalysis,visualization,real-timeextraction,integration,andanalysisofdatafrommultiplesources,andthegenerationofcustomizedreportsasneeded.Itcanalsoprovidescenarioanalysisandsimulation,automaticallyreviewprojectprogressandfunctionalitybasedontherelevantpoliciesandrequirementsofforeignloanprojects,andissueswarnings.
SystemMonitoringManagement:Thismoduleshallbeintegratedwithotherfunctionalmodulestoachievereal-timemonitoringofsystemperformanceindicators,includingprocessorutilization,memoryusage,networktraffic,storagecapacity,etc.Itshallalsorecordsystem-generatedlogsandevents,enableremotemonitoring,thresholdalerts,automaticdatabackup,etc.,ensuringthenormaloperationofthesystem,superiorperformance,andtimelydetectionandresolutionofpotentialissues.
3.TechnicalstandardsTheMISsystemoftheprojectshallcomplywith,butnotlimitedto,thefollowingtechnicalstandards.

GB/T(略)/IOS/IEC27001:2013♦Informationtechnologyservicemanagementsystem:ISO/IEC200001:20114.UseofserverTheuseofserversmustmeettherequirementsofhighavailability,security,andflexibility.Inparticular,thesecuritymustcomplywiththerelevantpoliciesandregulationsoftheNationalDataBureauandtheGuangxiBigDataDevelopmentBureau,andotherrelevantadministrativeauthorities.
TheMISsystemwillleasecloudservers(includingCPU,memory,harddisk,bandwidth,database,etc.).Therentalperiodshallbefromtheeffectivedateoftheconsultingcontractuntil2yearsaftertheactualclosingdateoftheproject,andthecostshallbeincludedintheconsultingservicecontract.
Duringthecloudserverleaseperiod,ifitisnecessarytomigratetheserversduetopolicyreasons(suchasthenewpoliciesandregulationsissuedbytheNationalDataBureauandtheGuangxiBigDataDevelopmentBureau,andotherrelevantadministrativeauthorities),theconsultingfirmmustpromptlycompletetheserver

migrationasrequiredandensurethestableoperationofthesystem.Aftertheexpirationofthecloudserverleaseperiod,iftheclientrequestsmigrationtoadesignatednewserver(theconsultingfirmwillnolongerbeartheleasingorpurchasingcostsofthenewserver),theconsultingfirmmustcompletethemigrationworkasrequiredbytheclientandensurethestableoperationofthesystem.Duringtheprocessofsystemdevelopment,theconsultingfirmshallconsiderinadvancethepossibilityofservermigrationmentionedabove,andpreparesolutionsinadvance.Inordertoensurethesmoothmigrationandhighavailabilityandstabilityoftheapplicationinthenewenvironment,theconsultingfirmshallhavethetechnicalreservessuchascontainerization,automateddeployment,databasemigration,andcodeacquisitionetc.
5.Systemmaintenanceandafter-saleservicesupportThesystemmaintenanceandafter-saleservicesupportshallincludesystemusageinstructions,systemfunctionalityimprovementandadjustment,measuresfortroubleshootingandproblemresolution,systemupdatesandupgrades,anduseroperationtrainingetc.Theperiodformaintenanceandafter-salesupportshallbefromthedeliveryofthesystemtotheactualclosingdateoftheProject,witharesponsetimeofwithin24hoursuponreceivingarequest.
IV.DurationofconsultingserviceTheserviceperiodoftheconsultingservicesshallbefromtheeffectivenessdateofthecontractuntilactualloanclosingdateoftheProject.
V.ImplementationarrangementTheconsultingfirmrecruitedforMISdevelopmentandmaintenanceshallprovideservicessuchassystemdevelopment,maintenance,andtraining,withaplannedinputof85specialistperson-months.TheIAswillprovideassistancetotheconsultingfirm,(略)’sProcurementRegulationsforADBBorrowers—Goods,Works,Non-consultingandConsultingServices(2017,asamendedfromtimetotime)throughconsultant’squalificationselection(CQS)method.ListofkeyconsultantsareprovidedinTable1.

9.Financial/AccountingManagementSpecialist(6person-months)Thespecialistshouldpreferablypossessapostgraduatedegreeoraboveinfinance,economics,accounting,orrelatedfields,andholdaseniorprofessionaltitleorabove.Thespecialistshouldpreferablyhaveaminimumof8yearsofexperienceinfinancialmanagementandeconomicassessment,particularlyinprojectsfinancedbyIFIs.Preferencewillbegiventospecialistsbeingfamiliarwiththefinancialandeconomicanalysisrequirements,disbursementprocedures,andESG-basedratingscreeningrequirementsofADB-(略)(1)AssistinformulatingacomprehensivearchitectureanddevelopmentplanfortheMISsystem,includingtaskassignments,schedules,anddeliverablerequirements;(2)BeingfamiliarwiththedisbursementproceduresforFILcomponents,establishmentofprojectaccounts,co-financingarrangements,projectaccountingmethodsanddocumentation,projectprocurementmethods,progressreportingforFILimplementation,projectfinancialindividualandconsolidatedstatements,andmanagementofforeignexchangeandinterestraterisks.AssistinformulatingthefinancialmanagementsystemframeworkandqualitystandardsfortheMISsystem,guidethedevelopmentprocess,establishMISsystemdevelopmentproceduresinlinewiththeproceduresofADBfinancedprojects,ensuringtheunderstandingandcomplianceofthespecialiststeam,whichwillbeapprovedbythePMO.
(3)ResponsibleforguidingthepreparationoftheMISsystem'sdatacollection,analysismatrix,reporttemplates,andotheraspectsrelatedtofinancialmanagement,ensuringthatMIScanautomaticallygenerateorcustomizerelevantprojectfinancialstatements,withdrawalrequests,SOEmonitoringreports;(4)ProvidetrainingonthemanagementmethodsandtoolsforADBfinancedprojectstohelpthedevelopmentteameffectivelymanageprojects.
(5)AssistinconductingsystemtestingtoensurethatthesystemmeetstherequirementsoftheADBfinancedproject.
10.SystemTrainingSpecialist(6person-months)Thespecialistshouldpreferablyholdabachelor'sdegreeoraboveincomputerscience,education,humanresourcestraining,informationtechnologyeducation,orrelatedfields,andpossessanintermediateprofessionaltitleorabove,withatleast8yearsofexperienceinsystemtraining.Thepreferencewillbegiventothespecialistwhohasexperienceasatrainingspecialistinlarge-scaleprojects.Thespecifictasksofthespecialistincludebutnotlimitedtothefollowing:(1)WorkcloselywiththemanagementandrelevantpersonneloftheIAstodevelopdetailedandtargetedtrainingplansbasedontrainingneedsanalysis,andpreparerelevanttrainingcurriculum.
(2)IntroduceandtrainsystemusersonthefunctionalityandoperationoftheMISsystem,andhelpthemunderstandhowtousethesystemtoaccomplishvarioustasks.
(3)Evaluateandprovidefeedbackontrainingactivitiestounderstandthetrainingneedsandsatisfactionofusersanddevelopers,andcontinuouslyimproveandenhancetrainingplansandcourses.
VII.Deliverablesrequirements(I)Theconsultingfirmshouldpreferablyaccomplishthedevelopmentand

deliveryoftheMISsystemwithin6monthsafterthesigningoftheservicecontract,andprovidemaintenanceandupgradeservicesfortheMISsystemthroughouttheentireprojectconstructionperiod.Theconsultingfirmshallalsomakeimprovementsandenhancementstothesystembasedonanyissuesencounteredduringtheprojectimplementation.

VIII.Otherrequirementsonconsultingfirm(I)Theconsultingfirmshallhaveextensiveexperienceinprovidingconsulting

servicesandimplementationsupportforsimilarprojects.Theconsultingfirmsparticipatingbiddingareencouragedtoprovidesuggestionsforbetterproject
implementationintheirtechnicalproposals.Thecostimplicationsofthese
suggestionsshouldbeclearlyoutlinedinthefinancialproposals,andtheproposedsuggestionswillbeaddressedduringthecontractnegotiation.
(II)Anyexpensesincurredbytheconsultingfirmduringtheprovisionofconsultingservices,includingbutnotlimitedtothird-partyservicefees,expensesforpurchasingoracquiringdataandinformationrelatedtoprojectimplementation,andfeesfornon-keyspecialistservices,shallbebornebytheconsultingfirm;(III)TheintellectualpropertyrightsoftheMISsystemdeliveredforuseshallbelongtotheGuangxiAdministrationCenterofForeignFundedProjectforAgriculture(PMO),andtheconsultingfirmshallhandoverthesourcecodeandprogramfilesoftheMISsystemtothePMO.
(IV)Theconsultingfirmshouldadheretobasicbusinessethics.WithoutthewrittenconsentofthePMO,theconsultingfirmisnotallowedtoprovideordisclosetoanythirdpartyanyfiles,technicalinformation,programfiles,sourcecode,orothermaterialsrelatedtothesystem,otherwisetheconsultingfirmshallthebearcorrespondinglegalresponsibilities.
(V)TheconsultingfirmshouldassignstafffixedinGuangxiforthesystemmaintenancetomeetthetimelyresponseduringthesystemmaintenance..
IX.CollaborationprovidedbytheClient(I)Designateliaisonstafftocollaboratewiththeconsultingfirm;(II)Whenconductingtraining,theClientshouldassistinarrangingtrainingfacilitiesandrelatedvenueequipment.
