1．中国政府已从亚洲开发银行申请了一笔贷款（（略）：4373-PRC)，用于支付利用亚洲开发银行贷款广西环境可持续乡村发展示范项目CS-PM-3外部环境监测咨询服务合同意向书征询函投标邀请函的费用，并计划将其中的一部分贷款用于支付利用亚洲开发银行贷款广西环境可持续乡村发展示范项目CS-PM-3外部环境监测咨询服务合同（（略）：CS-PM-3）项下的合格支出。
2．（略）现邀请合格的且有资格的投标人就下列递交密封的投标文件：
环境监测的任务范围包括但不限于：对项目产出二项下金融中介贷款子项目的环境管理绩效进行独立监测，识别存在问题并提出纠正措施；对环境合规性进行监测，并记录监测结果；每年至少进行4次实地调查；审查《环境管理计划》和《（略）》

5、配备充足的用于开展监测、分析和报告所需的所有认证设备和其他资源，包括现场取样、实验室设备以及后勤资源（车辆）等；

EnvironmentalManagementPlan(EMP)andtheEnvironmentalandSocial

VII.Reportingrequirements
(I)Deliverables
1.Semi-annualexternalenvironmentalmonitoringreports.TheEMAisrequiredtosubmitthesemiannualexternalenvironmentalmonitoringreportstoADBandthePMOtoverifywhethersoundenvironmentalmanagementpracticesareapplied,andthesetenvironmenttargetsarebeingachieved.
2.Finalreport.
3.OtherenvironmentalmonitoringreportasrequiredbyADBorthePMO.
(II)Deadlineforsubmissionofdeliverables1.Thesemi-annualexternalmonitoringreportsshallbesubmittedrespectivelybeforeJanuary15andJuly15eachyear.
2.Thefinalreportshallbesubmittedwithin1monthafterphysicalcompletionoftheproject.
3.OtherreportsshallbesubmittedwithintheprescribedtimelinebyADBorthePMO.
(III)Requirementsofdeliverables1.TheenvironmentalEMAisrequiredtoprepareandsubmitanInceptionReporttothePMOwithinonemonthaftersitemobilizationwhichincludesthemethodology，man-montharrangement,workplan,aswellastheoutlineofthemonitoringreports.
2.Theexternalenvironmentalmonitoringreportswillinclude,butnotbelimitedto:(i)adescriptionofactivitiesconductedinthereportingperiodandtheirresults;(ii)allcumulativedatacollecteduptothecurrentreportingperiod;(iii)identificationofanyinstancesofnoncompliancewiththetargetstandards;(iv)anyadditionalobservations(qualitativeorquantitative);(v)lessonslearned;and(vi)thework
scheduleforthenextsemiannualmonitoringperiod.Incaseswherethe

4.TheEMAwilltakefullresponsibilityonthecontentandqualityofthereports,andrevisethereportsbasedonthecommentsofADBandthePMO.FormatofthereportswillbeproposedbytheEMAinthetechnicalproposal,andtheEMAmayseekguidancefromexamplesofreportsonADBwebsite.

participatingbiddingareencouragedtoprovidesuggestionsforbetterproject
implementationintheirtechnicalproposals.Thecostimplicationsofthese
suggestionsshouldbeclearlyoutlinedinthefinancialproposals,andtheproposedsuggestionswillbeaddressedduringthecontractnegotiation.

一、项目背景
（一）概述为推动广西农业农村绿色高质量发展，提高广西农业农村的综合实力，促进广西农村环境可持续发展，中国政府己要求亚洲开发银行为广西环境可持续乡村发展示范项目（以下简称“项目”）提供贷款和技术援助，并己经向亚洲开发银行从普通资本来源申请贷款人民币10.99275亿元来建设广西环境可持续乡村发展示范项目，贷款期限为20年，包括6年的宽限期。项目将采用综合措施，通过推广创新实践，支持农村绿色经济发展，提升农村对气候适应能力，转变乡村发展模式。
项目执行机构为广西壮族（略）人民政府，由广西农业农村厅作为执行代表。（略）（项目办）和广西北部湾银行。
（二）产出项目包括“项目贷款”（产出一）和“金融中介贷款”（产出二）两部分。金融中介为广西北部湾银行。
产出一：能力提升和机构发展建设，包括开展气候适应性和环境可持续性的课题研究，面向利益相关方的培训和知识分享活动，提高环境管理和项目实施能力，项目监测、评价和报告等四大方面内容。
产出二：建立农村环境、社会和治理（ESG）融资机制，主要通过中介银行转贷支持农业企业（合作社、家庭农场等农业经营主体）发展农业全产业链。
（三）咨询服务业主本文件是外部环境监测和评估机构的指示性任务大纲，以确保项目的实施符合中华人民共和国法律法规和亚洲开发银行关于环境管理的《保障政策声明》（2009）要求。（略）。
二、咨询服务目的
选聘一家合格的外部监测机构（EMA)组建专家团队，根据项目《贷款协定》、《项目协议》、《项目管理手册》的要求，对项目《环境管理计划》和《（略）》的实施进行外部监测和审查，为项目实施机构在审查环境变化、监督项目实施情况、处理环境污染问题、保护生物多样性以及完成职业健康、安全监测培训等方面提供评估咨询服务。（略）提供的咨询服务，应确保项目按照亚洲开发银行相关政策、指南和程序实施，提高项目实施各个阶段的工作质量和效率，从而实现项目总体目标。
三、咨询服务范围及内容
（一）外部环境监测范围
环境监测的任务范围包括但不限于：对项目产出二项下金融中介贷款子项目的环境管理绩效进行独立监测，识别存在问题并提出纠正措施；对环境合规性进行监测，并记录监测结果；每年至少进行4次实地调查；审查《环境管理计划》和《（略）》实施和监测报告（抽样分析）；在实施过程中识别不利的环境影响，并与预测的影响进行比较，评估缓解措施的有效性，必要时提出补救或纠正措施；评估已经进行的公众咨询以及申诉处理机制的使用情况，向项目办提交以可接受的格式和质量的报告。根据需要建议纠正措施以解决环境合规问题。
（二）服务内容及职责1、熟悉项目现场和监测要求：审查《环境管理计划》表5中的“外部监测”所列举的内容，以及整个《初步环境审查》、《环境管理计划》和《（略）》等文件；与项目单位：（略）
2、与项目办、金融中介机构、实施业主的环境协调专员协作，收集有关环境影响的相关信息，开展相关环境监测工作。
3、评估《环境管理计划》和《（略）》中列出的“外部监测”监测变量和计划监测频率的相关性和充分性。如有必要，建议增加额外变量和/或改变监测方法或监测频率，以确保充分监测重点环境影响，并提高早期识别影响的可能性。如识别有超出授权范围或技术能力，但可
能认为是重要的变量，应提交供项目办和亚行随后审查和采取行动。
4、设计环境监测计划，包括：明确的方法和工作时间表；《环境管理计划》和《（略）》中列出的“外部监测”的具体变量（除非另有建议）；建议的任何其他变量。如涉及更改这些“外部监测”变量，则应提供充分和清晰的理由。
5、设计并建立一个简单的数据库（例如，在Excel中）来存储所有收集的数据。数据应以清晰、简单的格式输入和存储，以便于进行比较不同时间的值。确保至少在一个外部存储设备上备份数据。
6、实施监测计划（包括取样和分析），以审查项目进度和《环境管理计划》和《（略）》的实施状态，并对项目的环境管理绩效进行独立的核验。根据需要进行现场访问，确定任何与环境相关的实施问题，提出必要的纠正措施，并将其反映在纠正措施计划中。调查结果应每隔六个月以亚行可接受的格式提交给亚行，同时附上所需纠正措施清单。
7、每年至少开展4次现场调查。现场向项目相关单位：（略）
8、发现有不符合《环境管理计划》和《（略）》的情形、或现场可能观察到的任何其他环境管理问
题，向实施业主、北部湾银行和项目办报告，将预测影响与实际环境影响进行比较，评估缓解措施的有效性，并根据需要提出补救和增强措施。
9、识别超出或不符合项目标准的任何情况，以及此类超出或不符的原因。
10、参与正在进行的利益相关者协商、评估和报告如何处理环境申诉（如有），并提出解决问题的建议，同时向项目办、北部湾银行和实施业主提出独立的建议。
11、（略）合作，向项目办、金融中介、实施业主等提供环境保护、环境内部监测等相关培训，并与各利益相关者密切合作，共同完成相关工作任务。
12、编制半年度外部监测报告并提交亚行和项目办。
13、项目完工后，编制并提交最终报告草案和最终报告（纳入审查意见的结果）。
14.项目办交办的与项目环境外部监测相关的其他工作。
四、服务期限
外部环境监测服务期预计从中标合同生效之日起至2030年
6月30日,具体监测结束日期以项目实际关账日为准。
五、实施安排
项目实施阶段的环境外部监测将由选聘的外部监测机构（EMA)组建专家团队提供。总共需要34个人月的国内咨询服务。（略）可以根据非关键专家对项目的理解，推荐非关键专家，以最大限度地促进项目实施。外部监测与评估咨询服务费用使用亚行贷款资金支付，外部监测机构由项目办根据《亚洲开发银行采购政策-货物M&E服务与咨询服务》（2017年，不时修订）“基于咨询顾问资格选择”（CQS)进行选聘。服务地点：（略）

六、资格要求
（一）（略）资格要求1、外部监测机构（EMA)（略）/机构或合格的非政府组织（NGO）（略）组织（CBO）。
2、具有良好的业绩记录和声誉，至少有3个为亚洲开发银行、世界银行贷款或其他国际金融组织贷款项目开展外部环境监测工作的经验，有亚洲开发银行、世界银行贷款或其他国际金融组织贷款的环境改善、农村环境改善、农业发展等项目的环境咨询、环境监测经验优先。
3、拥有开展环境监测所需的国家级CMA认证；4、熟悉亚洲开发银行贷款项目的程序和要求，有亚洲开发银行贷款项目金融转贷项目（FIL）咨询服务经验优先；有在广西实施的亚洲开发银行、世界银行贷款或其他国际金融组织贷款项目提供咨询服务优先。
5、配备充足的用于开展监测、分析和报告所需的所有认证设备和其他资源，包括现场取样、实验室设备以及后勤资源（车辆）等；6、拥有充足且经验丰富的团队成员，能直接参与现场考察、监测、分析和报告活动，团队成员应具有：环境管理或相关领域的学位（硕士或以上学位）；能与当（略）、承包商和政府机构进行有效沟通和合作的能力；具有数据收集、分析和报告编写经验；身体健康，可以在不同季节访问偏远的项目施工现场。
（二）关键专家资格要求专家应具有：（1）相关学位和资格；（2）相关专业领域丰富的技术经验和足够的实践经验；（3）中国咨询项目的经验。
A环境专家/外部环境监测机构组长（国内专家，10人月）环境专家应具有环境科学或相关环境领域的研究生及以上学历；拥有至少10年类似项目的外部环境监测与评估经验；熟悉亚洲开发银行的保障政策声明、相关环境和气候变化指南和要求及中国国内环境保障指南和要求，有作为环境专家在亚洲开发银行或世界银行贷款项目工作经验的优先；有在广西实施过亚洲开发银行、世界银行或其他国际金融组织贷款项目工作经验的优先；具有良好的中英文沟通和写作能力。组长负责但不限于以下主要任务：（1）组织团队的所有活动；（2）组织和建立监测方法，包括设计基线和跟踪调查；（3）与项目涉及的相关单位：（略）
进措施；审查监测与评估工作计划和培训计划；根据进展情况提出建议，参与处理污染事故或任何意外出现的环境问题；审查与环境影响相关的变化并提出建议；审查施工管理计划中的环境章节，并审查承包商制定的环境保护体系的合规性；审查监测与评估报告，并在项目完成时撰写综合监测与评估报告。
B环境质量专家/现场调查员（国内专家，1个职位，12人月）专家应具有环境科学或相关环境领域学院本科或以上学历；拥有至少5年类似项目的外部环境监测与评估经验；有亚洲开发银行和世界银行项目经验的优先。具有良好的中英文沟通和写作能力。环境质量专家负责但不限于以下主要任务：（1）协助环境专家监测项目实施情况，以确保项目的实施符合环境管理计划；（2）在环境专家的指导下，进行实地调查，包括抽样和分析；（3）分析实地调查数据；（4）协助环境专家编制外部环境监测与评估报告；（5）履行环境专家/组长指派的任何其他任务。包括：在组长的指导下进行现场调查和检查；监测项目现场环境状况，评估污染物控制是否符合相关环境标准和法规；及时发现问题并报告，并提出缓解措施；安排现场会议，与项目办、
实施业主和承包商进行有效协调，根据需要提供培训；在组长的指导下参与处理污染事故或任何突发环境问题；协助组长审查与环境部分相关的变化；编制外部环境监测与评估报告，并编制综合监测与评估报表。
C生物多样性专家（国内专家，1个职位，6人月）专家应具有生物学、生态学、环境科学或相关领域研究生及以上学历；拥有至少8年相应职位和任务的专业工作经验；有植被覆盖监测和生态保护方面的经验。生物多样性专家负责但不限于以下主要任务：（1）协调组长开展项目实施，确保项目按计划推进；（2）在组长的领导下，开展生物多样性研究必要的实地测算等工作，并分析测算数据结果；（3）在组长的领导下，开展与环境外部监测相关的生物多样性信息的收集和实地调查采集，并对其进行分析研究；（4）协助组长编制研究报告及成果文件；（5）履行组长指派的其他任务。
D职业健康与安全专家（国内专家，1个职位，6个人月）专家应具有环境、保健、安全防护或相关领域研究生及以上学历；拥有至少6年相应职位和任务的专业工作经验；有职业健康、安全监测培训方面的经验。职业健康与安全专家负责但不限于以下主要任务：（1）协调组长开展项目实施，确保项目按计划推进；
（2）与项目实施机构、环境专家协商，开展职业健康与安全教育与培训需求评估，并制定职业健康与安全培训课程开发策略、框架；（3）在环境、保健、安全防护等优先领域建立课程体系和相关的课程；（4）根据项目实施进度，分期制定职业健康与安全培训的实施计划；（5）根据职业健康与安全的实施记录情况，分析培训的成果、不足与改进方式：（略）
七、报告要求
（一）可交付成果1、半年度环境外部监测报告：每半年向亚行和项目办提交半年度外部环境监测报告，以确认是否采用了良好的环境管理实践，以及是否实现了设定的环境目标。
2、最终报告。
3、亚行或项目办要求提交的其他关于环境的监测报告。
（二）成果交付时间1、半年度外部监测报告提交时间为每年度1月15日、7月15日前；2、最终报告提交时间为项目完工后一个月内。
3、其他报告根据亚行或项目办的要求在规定时间内提交。
（三）成果要求1、环境外部监测机构在进场后一个月内，应向项目办提交一份《启动报告》，内容包括：方法论、人月安排、工作计划以及监测报告大纲等。
2、外部环境监测与评估报告包括但不限于：报告期内开展的活动和结果的说明；截至本报告期所收集的所有累积数据；识别任何不符合目标标准的情况；任何其他的发现（定性或定量）；经验教训；下一个半年监测期的工作计划，包括如果《环境管理计划》的措施落实不令人满意，外部监测机构应提出建议纠正的措施，以加强环境合规。
3、项目最终报告将总结6年监测计划的结果、结论、经验教训和建议。所有原始数据将以清晰、简单的格式移交给项目办和北部湾银行。
4、外部监测机构对提交的监测和评估报告的内容和质量负责，如果需要，应根据亚行和项目办的意见修改报告。报告格式由外部监测机构在技术建议书中提出，（略）站公示的案例。
5、所有报告均需以中英文编写，每份报告应提供一份软拷贝和两份打印版，分别提交给亚洲开发银行（英文）和项目办（中英文版）。所有提交亚洲开发银行的报告需经项目办同意。
八、（略）的其他要求
（一）环境外部监测机构应具备在中国实施过类似项目环境外部监测工作丰富经验，（略）在提交其技术建议时，对更好地实施项目提出建议，建议所涉及到的费用问题应在财务建议中详细阐明，所提建议也会在咨询合同磋商阶段得到处理。
（二）（略）在外部监测和评估过程，收集并存储处理的所有相关数据属于项目办，未经项目办同意不得外泄，合同履行期结束后，所有文件及数据需移交给项目办。
（三）环境外部监测机构在提供服务过程中发生的第三方费用，包括但不限于第三方服务费用、购买或获取：（略）
九、委托方提供的协作
（一）指定与外部监测机构协作的环境专员。（二）为外部监测开展提供必要的协调工作。
十、咨询费用支付
（略）已完成并提交合格的监测报告的数量，同时结合项目实施进度按比例进行。
