01项目背景
***总书记“4·13”重要讲话和中共中央、国务院《关于支持海南全面深化改革开放的指导意见》（中央12号文）；中共中央、国务院印发《海南自由贸易港建设总体方案》等国家战略的推动，拉开海南自由（略）、自贸港如火如荼的建设，文化基建产业亦如火如荼的按部就班的开展；三亚作为（略）建设的（略），应积极建设成为国际（略），加强多元文化交流融合，（略）。
随着三亚的飞速发展，现有的文化设施需要升级和更新，以（略）民的物质生活、精神文明的不断需求，建设一个多功能、高品位、超前的综合性文化建筑，加强多元文化交流融合，（略）势在必行。

02竞赛目标1、打造文化设施典范
本项目将打造成集功能性、科学技术和建筑艺术为一体的建筑，成为（略）民精神文明生活的重要场所和引领海南乃至全国公共文化设施的典范，在建筑史上具有重要意义。
2、打造地标建筑
本项目建筑应反映文化建筑的内涵与气息，体现中国文化自信，成为国内乃至国际一流的现代化、综合性博物馆（略）名片。应为现代建筑且具有标志性和原创性，体现海洋建筑特色。同时探索新工艺、新技术、新材料的应用。
3、营造多元互（略）空间

4、语言
资格预审文件以及与资格预审文件相关的补充文件和澄清文件均使用中文和英文书写。申请文件应使用中文书写，申请人随申请文
件提供的证明文件和印刷品可以使用另一种语言，但应附中文译本。
在中文与其他语言的意思表达不一致时，以中文为准。
06竞赛奖金1、奖金设置
一等奖1名：获得奖金人民币120万元整。
二等奖1名：获得奖金人民币100万元整。
优秀奖1名：获得奖金人民币80万元整。
入围奖2名；获得奖金人民币10万元整。
2、支付方式：（略）
奖金在本次国际竞赛结果公示结束（且没有异议）后开始办理
支付手续。奖金费用均以人民币支付。以联合体形式参赛并获得奖
金的设计机构，奖金将统一发放至联合体指定的账户。设计机构所
获奖金产生的任何税金由设计机构自理。
设计机构应按照要求提供国内合法增值税发票等付款资料，并
按照要求配合完成费用结算各项手续。
国外设计机构若无法使用本机构帐户收取人民币的，可授权国
内合法独立法人代收款项及开具发票。
