二、项目概况与招标范围ProjectOverviewandTenderingScope
2.1项目概况：（略）（StateCompanyforOilProject）计划在纳西里耶投资新建一个400万桶原油（略），用于接收Ahdeb、Badra、Gharaf、Nassiriya和AbuAmood油田的原油，项目一期计划建设252万桶库容量（7个66000m³浮顶储罐），项目二期计划建设126万桶库容量（3个66000m³浮顶储罐）。CPP作为该项目一期阶段的EPC总承包商，负责7个66000m³原油储罐、2个23000m³的原油泄压储罐，2个10000m³水储罐建设，以及（略）配套的泵站、计量、取水、发电、通信、工艺管线、（略）设计、采办、施工、试运工作。项目于2015年2月开工，预计机械竣工日期为2025年5月。
NassiriyaNewCrudeOilDepotwithaworkingcapacityofaboutfourmillionbarrels(637,000M³)istheproposeddepottoaccommodatetheproducedcrudefromthefollowingfields:AhdebField,BadraField,Gharaffield,NassiriyafieldandAbuAmoodfield.Totalcapacityshallbeaboutfourmillionbarrels(637,000M³),forPhase(I)itshallbe2.52millionbarrels(401,000M³),andforPhase(II),itshallbe1.26millionbarrels(200,500M³).CPPwintobuildalltanksforphase(I),including7Floatingrooftanks(66000m³),andtheiraccessories.Tworelieftanks(23000m³),capacityofeachtankis23000m3,oneforheavy&theotherforlightcrudeoil.Twofirewatersteeltankof10,000m³Capacityfromcontinuouswatersupply.TheprojectstartsfromFeb,2015andMechanicalCompletiondateexpectstobeonMay,2025.

3.1本次招标不接受联合体投标。

3.2本项目的投标人须具有独立法人资格，为此项目的生产、制造、安装、调试的制造商；或者制造商支持的贸易商，对其提供的货物和服务负全面责任。在法律和财务上独立，合法运作并独立于招标人：（略）
TheTenderershallbeamanufacturerorTraderwhospecifiedbyownerandwhopossessesindependentlegalpersonality,hasindependenceinlawandfinanceandoperateslegallyandshalltakefullresponsibilitytothegoodsandservice.Thebiddershallhaveindependenceinlawandfinanceandoperateslegallyandindependentofthetenderer(tenderingagency).
3.3本次招标要求投标人须提供制造商ISO相关体系认证（有效ISO9001、ISO14001,ISO18001/ISO45001证书）及相关企业资质（包括但不限于营业执照或注册证书等），具有与本招标项目相应的供货能力。
ThebiddersshouldhaveISO9001qualityassurancesystemcertificationandenterprisequalification(includingbutnotlimitedtobusinesslicenseorregistrationcertificate,etc.),andhavethecorrespondingsupplycapacityforthisbiddingproject.
当投标人为贸易商时，应提供制造商的支持函（SplitAirConditioner、AHUandCDU、VRF、VentilationEquipment、AirWasherUnit这5类设备）或同等效力的证明文件。
Whenthebidderisatrader,thesupportingletter(ForSplitAirConditioner,AHUandCDU,VRF,VentilationEquipmentandAirWasherUnit)ortheequivalentwhichareissuedbymanufacturertobiddertoprovethattheproposedbrands/manufacturerslegallysupportthebidder,shallbeprovided.
3.4财务要求：
