2.1项目概况：东非原油外输管道EPC项目起点于乌干达TilengaCPF（联络线起点），止于坦桑尼亚Tanga港，总长1539km，其中：干线1443km，联络线96km。乌干达境内392km，坦桑尼亚境内1147km；全线泵站6座，减压站2座，阀室82座，电伴热站20座（与阀室合建17座，单独建设3座）。（略）（上游，联络线部分）（略）。计划工期为27个月。
EastAfricanCrudeOilPipelineEPCProjectstartsfromTilengaCPF,Uganda(startingpointofcontactline)andendsatTangaPort,Tanzania,withatotallengthof1,539km,including1,443kmtrunklineand96kmconnectionline.392kminUgandaand1147kminTanzania;Thereare6pumpstations,2decompressionstations,82valveroomsand20electrictracingstations(17jointlybuiltwithvalveroomsand3separatelybuilt).TheprojectisownedbyTotalE&P(upstream,linkline)andTotalEastNon-Midstream.Theplannedconstructionperiodis27months.

3.3本次招标要求投标人须提供制造商ISO相关体系认证（有效ISO9001、ISO14001,ISO18001/ISO45001证书）及相关企业资质（包括但不限于营业执照或注册证书等）,具有与本招标项目相应的供货能力。
