3、投标人资格要求投标人应具备的资格或业绩:（1）投标人是响应招标、已在招标机构处领购招标文件并参加投标竞争的法人或其他组织。任何未在招标机构处领购招标文件的法人均不得参加投标。

Thebiddermusthavetheexperienceofatleast1salescontractofdefoamerforpasteresinplantinChinasinceJanuary1,2019.
有效业绩的认定条件为：Thesuccessfulexperienceshallbeidentifiedupon:提供投标人业绩清单（格式见第六章附表1），并附合同等证明材料。证明材料须加盖投标人公章（如为国外投标人只需被授权人签字）。业绩清单包括购置时间、（略）、设备台数、项目名称：（略）
备数量、（略）、合同签订日期等信息，日期以合同签订日期为准。
Theexperienceslist(theformatasperAttachedTable1ofSectionSixfortheformatofperformancelist),togetherwiththecertifyingandsupportingdocuments,suchascopyofcontract.Thesupportingdocumentsshallbestampedwiththeofficialsealofthebidder,whilethesignatureofauthorizedpersonisacceptablefortheforeignbidder.Theexperienceslistshallincludetheusername,purchasetime,equipmentmodel,designcapacity,appliedproducts,etc.Thescanedcopyofcontractshallincludesealpage,procurementquantity,unitcapacity,contractsigningdate,Pasteresinvalvepocketpackagingmachine,etc.Theeffectiveexperiencerecognitiondateshallbebasedonthecontractsigningdate.
（11）投标人应提供对产品质量保证和售后服务的承诺函原件。

（12）投标人须提供有效期内的ISO9001体系认证证书扫描件（扫描件须加盖投标人公章，如为国外投标人只需被授权人签字）。
