近期，市临空建投集团编制了《全球数字贸易创新港建设策划方案》，（略），建设国际一流会展+（略），营造国际化数字贸易创新生态，引育全球数字贸易龙头企业，打造要素高度集聚、产业特色鲜明、运营高效领先的全球数字贸易创新港，全力助推杭州建设具有全球辨识度的中国数贸港。
Recently,HangzhouLinkongConstructionInvestmentGroupCo.,Ltd.hasdraftedthe"GlobalDigitalTradeInnovationPortConstructionPlanningProposal,"whichaimstoleveragetheinternationalexhibitionplatformoftheGlobalDigitalTradeExpotobuildaworld-classexhibitionandindustryplatform.Thisprojectseekstocreateaninternationaldigitaltradeinnovationecosystem,attractglobaldigitaltradeleaders,andestablishtheGlobalDigitalTradeInnovationPortasahubcharacterizedbyhighlyconcentratedresources,distinctiveindustrialfeatures,andefficientoperations,therebypropellingHangzhoutobecomeagloballyrecognizedChinaDigitalTradePort.
为进一步推动全球数字贸易创新港空间落地、成果展示及项目建设，现开展《全球数字贸易创新港概念性规划及重点地块建筑概念设计》国际方案征集工作。

落实党的二十大和***总书记重要讲话精神，以打造数字贸易为核心的产业新地标——中国数贸港为根本目标，助推杭州成为全国领先、全球一流的数字贸（略）。落实中国数贸港建设“三地一枢纽”功能定位，发挥临空经济（略）“支撑”及先行示范作用，（略）场馆承接全球数字贸易博览会契机，建设全球数字贸易创新港，构建具有临空辨识度的数字贸易产业体系。

发挥“综保+自贸+临空经济（略）+跨境电商（略）”及萧山国际机场“四区一枢纽”的叠加优势，（略），提出具有引领性的发展理念，构建临空数字创新特色的产业生态、创新环境，聚焦跨境电子商务、数字服务贸易等领域，强化跨境服务、国际展会、离岸金融等功能，实现中国数贸港建设的（略）。全面推进临空经济（略）发展提能升级，打造链接全球、驱动双循环格局的重要开放门户。

3征集范围/ScopeofSolicitation
征集范围位于萧山机场北侧，（略）为核，（略）、（略），西至钱塘江堤岸，（略），（略），北至龙虎横河及月亮湾。其中规划范围用地面积约272公顷，（略）（一、二期）及南侧酒店等约106公顷已（略）域；统筹范围用地面积约58公顷。具体范围详见附图。

本次规划为落实全球数字贸易创新港产业空间及功能布局的概念性规划，规划范围：除已（略）域外，已批控规明确（略）三线以内规划地块还应明确后续地块出让及项目实施的规划条件，重点地块(首发项目)应达到建筑概念设计深度。
统筹范围：要求整合、吸收在编《阳城滨（略）(含大堤)实施（略）设计征集》项目的月亮湾板块、沿江板块等重点研究地块设计研究成果，（略）（略）（略）相关规划成果，（略）为核心的数（略）域系统性的规划建设内容。

落实数贸总部（略）关于数字服务、数字金融、数字产品三大特色总部（略）的空间落地，明确数贸产业类型、产业配套、产业服务、数字基础设施等用地空间布局及具体功能定位，（略）域空间形态；有效（略）域各类功能业态，有效衔接规划范围周边建筑、空间等景观环境，促进临空产业（略）联动协同发展；明确总部（略）首发项目选址及具体建设要求。

ThebonusesandrelatedexpensesinvolvedinthissolicitationactivityareinclusiveoftaxesandwillbepaidinRMB.Applicantsmustprovidedomesticlegallycompliantinvoicesandotherpaymentdocumentsthatmeettherequirementsoftheorganizer,andcooperatetocompleteallthepaymentsettlementprocedures.

8资格要求/EligibilityRequirements
